Update 6/13/20: This issue was caused by a recent update for Avast and AVG security software. A automatic update was released for their software to resolve this issue, but if it does not help, you should use the steps below.
Method 1: Delete Image File Execution Options debugger value
When an IFEO registry key is created using a 'debugger' value that points to a missing executable, trying to launch the associated program will display a 'Windows cannot find [program.exe]' error.
To fix this issue, we need to navigate to the HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindows NTCurrentVersionImage File Execution Options key, look for the subkey named after the executable that won't run, and delete the associated debugger.
To remove an IFEO debugger, perform the following steps:

- Launch the Registry Editor by pressing the Windows key + the R key at the same time to open the Run: dialog and then type Regedit and press the OK button.
- Windows will display a UAC prompt asking if you wish to allow the Registry Editor to make changes to the system. Press the Yes button to continue.
- Navigate to the HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindows NTCurrentVersionImage File Execution Options key.
- Scroll through the list of executables under the IFEO key until you find the program that will not start. In our example, we will remove the debugger from the steam.exe subkey.
As you can see below, the steam.exe subkey has a debugger value pointing to c:missing.exe. As this file does not exist, when you launch steam.exe, it will display the errors described above. - To fix this error, right-click on the debugger value and select Delete.
- Once the debugger value has been deleted, you can attempt to relaunch the program, and it should now start.
- You can now perform the same steps for any other applications that are not launching.
- When done, close the Registry Editor window.

Method 2: Delete IFEO filter
The Image File Execution Options key allows you to create a filter that will be used when launching an executable.
If this filter is not properly configured, it will cause your program not to be able to launch, and you will receive an error stating, 'Windows cannot find [program.exe].' Adobe premiere pro cc 2015 vs 2018.

- Once the UseFilter value has been deleted, you can attempt to relaunch the program, and it should now start.
- You can now perform the same steps for any other applications that are not launching.
- When done, close the Registry Editor window.
You should now be able to launch your applications properly again.
